Published in 1978 and signed by Lord Louis Mountbatten of Burma. Lord Mountbatten was the captain of the HMS Kelly and went on to become one of the key Allied leaders of World War II. After the war he was the last Viceroy of India. It was under his leadership that India became free of British rule and that the country of Pakistan was created. Lord Mountbatten was also one of the principle influences on Prince Charles, the future King of England, when he was growing up.
